Context
Pemex is directing more crude toward domestic refining. Meanwhile, its bill for imported petroleum products and liquefied gas rose 43% year-on-year to US$6,259 million.
Why it matters
Export volume alone is a poor measure of energy self-sufficiency. Import costs also matter for cash flow.
